A regular copy of the whole server, kept for you, so a bad update or a deleted file is a restore away.

Backups run automatically on a schedule for 20% of the plan price. Snapshots are copies you take by hand, priced by the gigabyte, and are handy before a big change.
Yes. Each hourly rate is the monthly price divided by 672, so a full month costs the monthly price whether you pay hourly or monthly.
Windows Server is licensed per vCPU, at $18 each a month. A plan with more vCPUs needs more licenses.
