Which should I start with?

Shared CPU, unless a database sits at the heart of the business. Pro suits most first servers, and moving up a size is a resize from the client portal.

Is Dedicated CPU the same as bare metal?

No. Dedicated CPU reserves virtual cores for you on a shared machine. Bare metal is the whole physical server.

Can I switch from shared to dedicated later?

Yes. Deploy the Dedicated CPU server, move your data across, then delete the old one. Hourly billing means you only pay for the overlap.

Do both run Windows?

Yes. Windows Server is $18 per vCPU a month on any cloud plan.
